This is an original leather belt loop with the square steel ring just like on the magazine pouch. This loop is used to attach the rear hook and two of the front hooks on your LBE suspenders to the belt (two of the the front straps hook into the rings on the mag pouches).
 
If you want to use your suspenders on your belt without mag pouches, you will need five these. For use with one mag pouch you will need four and with two mag pouches you need three.
